Description |
Our client has reviewed the role of its overseas programmes team and is now moving into an exciting new phase of our work. We are recruiting for key new posts that will contribute to building this new approach, strengthening our expertise and opening up new opportunities for the organisation and the children with whom we work. We are looking for people with proven experience who are passionate about achieving real change for separated and at risk children.
The Programme Department is responsible for articulating and delivering the strategic direction of the organisation’s overseas programmes and positioning our client as an expert in child separation.
Working in a number of countries within the regions of Asia, South America and the Caribbean, Africa, Eastern Europe, South Caucuses and Central Asia, our programmes are delivering interventions through branch offices, partners and consultancies to provide children who are, or risk being, separated, a safe, secure future.
Responsible for programmes under their management, delivering to the overall business performance of the organization, ensuring that countries deliver to their country strategic plans, undertaking expansion and exit as planned for transition of the country portfolio. These posts are UK based. There is an expectation of overseas travel of at least 3 months per year
Job Purpose The Programme Officer is responsible for ensuring that all systems and processes that support programme delivery and build on our expertise are in place and functioning. Responsible for ensuring that capacity building needs are met in the overseas programmes. Responsible for supporting the development of funding proposals in line with organisational strategies.
Scope and Limits of Authority Makes operational decisions to ensure the effective implementation of organisational strategies
Advises on good practice on programming policy and positions
Areas of Responsibility •Contribute to the development and implementation, monitoring and evaluation of country strategies. •Highlight capacity issues in country teams and support CD’s to build in country capacity to deliver to strategies including ensuring that countries have the necessary technical assistance •Provide technical support on strengthening the programme interventions in country. •Ensure that good practice and shared learning takes place within and between countries. •Approve project concepts and plans that are within scope of authority •Support the development of funding proposals •Identify and support the adaption of programme models from one country to implement in another •Arrange and conduct, where appropriate, research to support programme policy development •Support the development of programme policy positions •Oversee study tours to the UK, and between country programmes where appropriate •Signs off sponsorship and marketing literature for accuracy of content and fit with programme focus
PERSON SPECIFICATION Knowledge •Relevant degree (or equivalent) in development/social work •Awareness of international development and/or social work/social policy issues. •Basic understanding of children’s rights (and relevant international conventions/treaties). In addition awareness of issues for separated children desirable .
Experience •Previous exposure to/involvement in projects supporting child rights issues. •Work with an NGO (overseas experience desirable). •Experience of supporting the implementation of international programmes work as part of a busy team.
Skills/Abilities •Sets clear priorities between competing demands for resources and organises and manages own priorities effectively •Able to identify sources of internal and external support and maximise these when needed •Can demonstrate effective problem solving and analysis skills and seeks information as appropriate to inform solutions •Has a flexible attitude to undertaking various team role and can cover for other team members •Is able to balance team and individual needs to achieve team and personal objectives •Keeps up to date with international development and social work/social policy issues •Is able to communicate (verbally and in writing) at an appropriate level of detail depending on the context. •Proactively contributes to discussions and meetings •Accurately presents information •Flexibility to undertake overseas travel (one to two months per year)
